Proper presentation of this swimmer lure is to cast then very slowly retrieve, stop occasionally, and also occasionally twitch the rod tip to let the lip throw some water.  These lures are designed to be surface swimmers,
 on a faster retrieve they will swim just below the surface-this is where you'll find you catch the most fish-in the top two feet of the water column. They will wiggle back and forth and move the tail side to side. One of the keys is to be real erratic, and let it push a nice "V" wake on top of the water. Twitch once and pause...then reel slowly etc.
I've seen people try to fish these by ripping them through the water at lightning speed.
DON'T! Work them slow and it will produce for you!
Fish key in on the V wake and wiggle action that these produce and will explosively hit these lures!

Proper presentation of a pencil popper is to cast then twitch the rod tip while retrieving, this will allow the lure to "walk the dog" from side to side.
Vary your retrieve, slow for stripers, faster for bluefish.
